The Commissioner of the Corporation, Chennai, is therefore

a) personally enquire into the matter and ensure that the information is supplied within three days of this order in full to the petitioner at his residence, his acknowledgment obtained and file it before the Commission;

b) ensure that the information is supplied free of cost and any payment made by the petitioner is refunded to him as per Section 7(6) of the Act;

c) obtain the explanation of the Public Information Officer concerned as to why the maximum penalty which has become leviable in this case should not be levied upon him and file the same before the Commission within four weeks of this order; and

d) explain why, despite a number of cautions from this Commission, the Corporation of Chennai, is still found to be remiss in attending to the RTI petitions, and why Commission should not be constrained to take very serious view of the matter and hold the higher authority of the Corporation responsible, within two weeks of this order.
