The information will be supplied free of cost under Section 7(6) of the Act and any payment made by the petitioner must be refunded to him and the petitioner also be compensated Rs 1000 to defray the needless cost imposed upon him for attending the enquiry at Chennai under Section 19(8) of the Act;
file the personal explanation of the three officers concerned for violation of the RTI Act, why the maximum penalty which become payable in this case and why departmental disciplinary action etc., need not be recommended against them within 4 weeks of this order;
frame charges against the Block Development Officer concerned for not attending the enquiry despite the summons from the Commission and file the report and why the penalty as per the Act should not operate on him and forward the report obtained from the delinquent officer within 6 weeks of this order;
take such necessary action as may be warranted over the alleged inaction in a case of such defalcation against the concerned who should safe-guard the public funds as per various Rules and regulations in this regard which is the responsibility of the administration and not of RTI Act.
A copy of this order is also marked to Secretary, Rural Development, Director of Rural Development for such necessary action as may be warranted
with regard to Para 4 above for safe-guarding the financial interest of the Government.
