a further complaint from the petitioner received by the Commission and the Commission had summoned the Public Information Officer in Case No. 2864/0 8/09. The Public Information Officer being the Magistrate is well aware of the principle of Law and Order and decided that the ‘presence of mind and absence of body’ is the best means of dealing with the case and vanished on leave leaving a substitute deputed in the last minute to the Commission, a sub- officer the Zonal Deputy Tahsildar who was totally unaware about the case. He only came to express his lack of knowledge before the Commission.
The Collector, Thoothukkudi is therefore directed to:
(a) personally examine the case and ensure that the reply is given to the petitioner within a week of this order, the information should be given free of cost under Section 7(6) of the Act;
(b) examine whether the Revenue Rules and Regulations have been violated and take such action as may be warranted and keep the Commission informed of the same within 4 weeks of this order;
(c) obtain the personal explanation of the Public Information Officer concerned as to why penalties as per the Act should not be imposed upon him and why even the direction from the Commission earlier in Case No. 17965/08, 11446/K/09 and 1456/09 have all gone unheeded and why penalty should not be recovered within two weeks of this order. Collector is made personally
responsible for all the above action.
